can't get them to start

Almost 20 days without germination, they are sitting on a heat mat in a south facing window with full sun from 10 AM to almost dusk All my other seeds have already turned into plants including my red and green peppers soil has been kept wet and warm Not sure what's wrong Never had a seed not start before

Total Germination!

I've never had success with peppers, and so this time I started them inside in January (Michigan, zone 5). Every single seed geminated, and the plants are full and lush! I'm not sure who's going to actually eat these, but they have been fun to grow!
